These tempting horchata pops couldn’t be simpler to make! The basmati rice does need time to soak, though, and the popsicles need time to freeze – so be sure to plan ahead!
Place rice, water, and cinnamon stick in a bowl. Cover and let soak for at least 4 hours or overnight for best flavor.
Remove the cinnamon stick. Blend the rice and soaking water in a blender until smooth. Strain through a fine mesh sieve or cheesecloth into a bowl, pressing to extract liquid. Discard solids.
Whisk in milk, cream, sugar, vanilla, and 2 tsp ground cinnamon until sugar dissolves.
Pour mixture into popsicle molds. Tap gently to remove air bubbles. Insert sticks. Freeze at least 6 hours, or overnight until solid.
Remove popsicles from molds, and dust lightly with remaining cinnamon before serving.
