  1. Preheat oven to 325°F.

  2. In a large Dutch oven over medium-high heat, add oil. Once hot, season the shanks with salt and pepper, then sear shanks in oil. Brown on all sides, about 4 minutes each side.

  3. Add ginger, garlic, harissa, tomatoes and stock. Cover the dish and bake 1 hour and 30 minutes, until very tender.

  4. Prepare couscous according to package instructions. Add lemons, fresh mint and butter. Stir to combine.

  5. Serve lamb shanks with lemon couscous
