Prepare rice according to package directions.
In a large skillet, heat the oil over high heat. Add the chicken and stir-fry for 3 minutes until lightly browned. Add the garlic, shallot, and bell pepper. Stir-fry for 2 additional minutes.
Add basil, red pepper flakes, fish sauce, soy sauce, brown sugar, and lime juice. Toss everything together and cook for 2 minutes until the basil is wilted and the sauce has thickened slightly.
Serve over jasmine rice. Top with extra basil leaves, if desired.
