In a medium saucepan, combine all ingredients except for the vanilla extract. Scrape out the vanilla bean seeds and add them to the saucepan, as well as the whole bean.
Bring to a boil and then reduce heat to low. Cook for 10 minutes or until most of the liquid has been absorbed.
Remove from heat and stir in the vanilla extract. Can be served warm or chilled.
